The Icann board rejected the proposal nine votes to five
Plans to create an internet domain specifically for pornographic websites have been rejected.
The proposal for the .xxx domain was voted out by the overseer of the net's addressing system, seven years after the ideas was first put forward.
Board members said they were concerned that approval would put the agency into the position of a content regulator.
Backers of the .xxx domain said they were disappointed by the decision and would pursue the matter further.
It is the third time that the Internet Corporation for Assigned Names and Numbers (Icann) has rejected the bid.
Law-makers
The idea of creating a net domain for pornography was first floated in 2001 and was given approval in June 2005 by Icann which oversees the net's addressing system.
Final approval was scheduled to take place in December 2005 but this was delayed until May 2006 when the proposal was abruptly dropped over worries about how sites signing up to use .xxx would be policed.
At the time, ICM Registry - the backer of the .xxx scheme - gave pledges that it would ensure sites signing up did not hit users with spam or spyware.
ICM also had to give assurances that it would put in place systems to prevent children seeing the sites and that no .xxx sites would contain images of child abuse.
A final decision on the domain name was taken at a meeting of board members in Lisbon, Portugal.
It was rejected by nine votes to five, with one board member abstaining.
Many on the board voted against the proposals because they felt that accepting the domain would mean Icann would be seen as a regulator of content, deciding what is pornographic and what is not. This was not the role of the agency, they argued.
Others, who backed the schemes, said that could be decided by local and national laws.
"We are extremely disappointed by the board's action today," Stuart Lawley, ICM's president and chief executive told Associated Press. "It is not supportable for any of the reasons articulated by the board."
ICM Registry argue that a .xxx domain would act as a quality control for the industry and would allow individuals and families wishing to avoid adult content to easily filter it.
Critics have pointed out that use of the .xxx domain is entirely voluntary and some suspect that few sites would sign up to use the suffix.

Media company seeks more than $1 billion in damages, claiming that nearly 160,000 unauthorized clips appear on video-sharing site.
Viacom on Tuesday slapped YouTube and parent company Google with a lawsuit, accusing the wildly popular video-sharing site of "massive intentional copyright infringement" and seeking more than $1 billion in damages.
The complaint, filed in the U.S. District Court for the Southern District of New York, contends that nearly 160,000 unauthorized clips of Viacom's entertainment programming have been available on YouTube and that these clips have been viewed more than 1.5 billion times. (PDF: Viacom's complaint.)

Viacom, an entertainment giant that owns Paramount Pictures, DreamWorks and a number of cable channels, said it has also asked the court for an injunction to halt the alleged copyright infringement.
"YouTube appropriates the value of creative content on a massive scale for YouTube's benefit without payment or license," Viacom said in its complaint. "YouTube's brazen disregard of the intellectual-property laws fundamentally threatens not just plaintiffs but the economic underpinnings of one of the most important sectors of the United States economy."
The lawsuit represents a serious escalation in the conflict with YouTube, and it is also the most significant legal challenge over intellectual-property rights to video sharing's No. 1 site. But some industry observers doubt that this will embolden other entertainment companies to mount their own court challenges.
Google downplayed the legal challenge and extolled the benefits to content creators that it sees in YouTube.
"We have not received the lawsuit but are confident that YouTube has respected the legal rights of copyright holders and believe the courts will agree," Google said in a statement. "YouTube is great for users and offers real opportunities to rights holders: the opportunity to interact with users; to promote their content to a young and growing audience; and to tap into the online-advertising market. We will certainly not let this suit become a distraction to the continuing growth and strong performance of YouTube and its ability to attract more users (and) more traffic, and (to) build a stronger community."
Google, which acquired YouTube last October for $1.65 billion, recognized the possibility that the video site would one day be forced to wage lengthy court battles. The company has reportedly set aside a sum of money to fund legal costs.
Meanwhile, Google has successfully negotiated licensing deals with many entertainment companies, including Warner Music Group, CBS and most recently, the BBC.

BBC and YouTube has entered in a partnership to offer to Internet users BBC content through YouTube. According to the press release, YouTube will create branded BBC "Channels" on YouTube. BBC and YouTube will offer from the BBC clips of new shows and specially commissioned promotional content linked to popular series such as Doctor Who and Life on Mars.
At launch, the YouTube community will be the first to enjoy a range of specially-created video diaries including David Tennant and Freema Agyeman, who'll take viewers around the set of Doctor Who; John Simm going back in time for Life on Mars; and Clive Myrie on the streets of the red zone of Baghdad
Also another channel will be an entertainment Channel called "BBC Worldwide" showing clips from material such as Top Gear, Spooks, The Catherine Tate Show, The Mighty Boosh and a range of factual programmes including those presented by David Attenborough. The Channel will include a limited amount of advertising.
BBC World wil offer on a channel with the same name around 30 news clips per day, with up-to-the-minute news and analysis from around the world. The advertising-funded clips will be available to users outside the UK only.
Users will be able to comment on clips, rate them, recommend them to friends and post their own video responses to communicate with the BBC and other viewers.
Mark Thompson, Director-General of the BBC, said: "This ground-breaking partnership between the BBC and YouTube is fantastic news for our audiences. YouTube is a key gateway through which to engage new audiences in the UK and abroad. "The partnership provides both a creative outlet for a range of short-form content from BBC programme makers, and the opportunity to learn about new forms of audience behaviour. It's essential that the BBC embraces new ways of reaching wider audiences with non-exclusive partnerships such as these."
The partnership reflects YouTube's commitment to work with content owners to make compelling video accessible online.
Since acquiring YouTube for $1.65bn in October, Google and Eric Schmidt, its CEO, have made important efforts to forge relationships with traditional media companies.
Few days back YouTube joined hands with the National Basketball Association (NBA) and has started an "NBA Channel" Web site that encourage fans to post online videos of their best real-world basketball moves.
In February, YouTube has signed a deal with Digital Music Group Inc. to offer such 1960s U.S. television programs as "I Spy" and "My Favourite Martian." Digital Music said the deal also includes an agreement to allow certain music, for which it controls the rights, to be used in users' videos uploaded to YouTube. Digital Music owns publishing or distribution rights to over 40,000 music recordings and over 4,000 hours of video content including television shows and films. The two-year-old company has online partnerships with Apple Inc.'s. iTunes Music Store, Napster Inc. and Wal-Mart.
YouTube has also signed deals with music companies including Warner Music Group, Universal Music Group and Sony BMG Music Entertainment that will allow consumers to use some of their music in the creation of videos.
But also in February, Viacom, the owner of MTV, has forced YouTube to remove 100,000 video clips saying they had been placed on the site without its approval. The move comes after the two companies were unable to negotiate a distribution deal, such the ones as YouTube has signed with the CBS and NBC television networks.
Viacom, parent of MTV and Comedy Central, demanded YouTube remove the clips, saying the videos generated about 1.2 billion video streams on YouTube. Viacom received no money for its content, which also includes Nickelodeon and Black Entertainment Television.
